High quality photo<\/p>\n<p><\/fbs-accordion><small>getty<\/small><\/figcaption><\/figure>\n<p>President Donald Trump, who announced several rounds of tariffs last weekend, appears to be trying to use the import taxes for two distinct and entirely incompatible purposes: First, raising revenue to pay for costly tax cuts and new spending and second, as a cudgel to force countries to cooperate with his domestic policy agenda, including immigration curbs.<\/p>\n<p>His problem: If U.S. trading partners capitulate to Trump\u2019s policy demands, and he rewards them by withdrawing the tariffs, much of that hoped-for revenue will dry up. The question then is which does Trump want more: tariff revenue or perceived international policy victories?<\/p>\n<p>Over the weekend, Trump imposed 25% tariffs on most goods imported from <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/imposing-duties-to-address-the-situation-at-our-southern-border\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/imposing-duties-to-address-the-situation-at-our-southern-border\/\" aria-label=\"Mexico\">Mexico<\/a> and <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/imposing-duties-to-address-the-flow-of-illicit-drugs-across-our-national-border\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/imposing-duties-to-address-the-flow-of-illicit-drugs-across-our-national-border\/\" aria-label=\"Canada\">Canada<\/a>, and a 10% tariff <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/imposing-duties-to-address-the-synthetic-opioid-supply-chain-in-the-peoples-republic-of-china\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/imposing-duties-to-address-the-synthetic-opioid-supply-chain-in-the-peoples-republic-of-china\/\" aria-label=\"on China\">on China<\/a>\u2014the nation\u2019s <a href=\"https:\/\/ustr.gov\/countries-regions#:~:text=The%20top%20five%20suppliers%20of,Union%2027%20were%20%24553.3%20billion.&amp;text=The%20United%20States%20is%20the%20largest%20services%20exporter%20in%20the%20world.\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/ustr.gov\/countries-regions#:~:text=The%20top%20five%20suppliers%20of,Union%2027%20were%20%24553.3%20billion.&amp;text=The%20United%20States%20is%20the%20largest%20services%20exporter%20in%20the%20world.\" aria-label=\"three largest trading partners\">three largest trading partners<\/a>. Together, they sell almost half of all goods imported by the U.S. On Monday, Trump said he\u2019d delay the tariffs on Mexican and Canadian goods for a month. It appears the tariffs on Chinese imports have taken effect.<\/p>\n<h2>Updated Revenue Estimates<\/h2>\n<p>The Tax Policy Center estimates that these levies would generate about $1.1 trillion in new revenue over the next decade \u2014 $800 billion from Mexican and Canadian imports and $300 billion on Chinese goods. These estimates reflect both tariff revenue and the partially offsetting declines in corporate and individual income taxes and payroll taxes that would result from an economy that slows due to the import taxes. They do not include the impact of retaliatory tariffs and other responses by <a href=\"https:\/\/www.reuters.com\/world\/americas\/canadas-trudeau-announces-counter-tariffs-2025-02-02\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.reuters.com\/world\/americas\/canadas-trudeau-announces-counter-tariffs-2025-02-02\/\" aria-label=\"Canada\">Canada<\/a>, Mexico and China.<\/p>\n<p><fbs-ad position=\"inread\" progressive=\"\" ad-id=\"article-0-inread\" aria-hidden=\"true\" role=\"presentation\"><\/fbs-ad><\/p>\n<p>If Trump\u2019s tariff\u2019s lasted for a decade, which <a href=\"https:\/\/www.cnn.com\/2025\/02\/03\/world\/sheinbaum-trump-tariffs-paused\/index.html\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.cnn.com\/2025\/02\/03\/world\/sheinbaum-trump-tariffs-paused\/index.html\" aria-label=\"seems highly unlikely\">seems highly unlikely<\/a>, the levies on all three countries would pay for about one-quarter of <a href=\"https:\/\/www.cbo.gov\/publication\/60114\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.cbo.gov\/publication\/60114\" aria-label=\"the cost of extending the individual provisions of the 2017 Tax Cuts and Jobs Act\">the cost of extending the individual provisions of the 2017 Tax Cuts and Jobs Act<\/a> that are due to expire at the end of this year. Trump still would need roughly another $7 trillion to pay for the rest of the TCJA as well as tax cuts he proposed <a href=\"https:\/\/apps.urban.org\/features\/2024-candidates-tax-policy\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/apps.urban.org\/features\/2024-candidates-tax-policy\/\" aria-label=\"during his campaign\">during his campaign<\/a>, such as tax exemptions for tips, overtime pay, and Social Security benefits.<\/p>\n<p>Candidate Trump proposed even broader tariffs \u2014 25% on worldwide imports and 60% on Chinese goods. <a href=\"https:\/\/taxpolicycenter.org\/model-estimates\/t24-0077-options-increase-tariffs\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/model-estimates\/t24-0077-options-increase-tariffs\" aria-label=\"TPC estimated\">TPC estimated<\/a> those would generate about $4.5 trillion in new revenue over a decade, enough to pay for all of the TCJA extensions, though they\u2019d still fall short of financing Trump\u2019s other tax cuts.<\/p>\n<h2>\u2018Show Us Respect\u2019<\/h2>\n<p>But rather than imposing worldwide tariffs, Trump so far has threatened import taxes on individual countries that don\u2019t comply with U.S. demands to curb immigration and smuggling of illegal drugs. In his confirmation hearing, Howard Lutnick, Trump\u2019s nominee to head the Commerce Department and lead administration trade policy, <a href=\"https:\/\/www.youtube.com\/watch?v=psawCX3sl8s\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.youtube.com\/watch?v=psawCX3sl8s\" aria-label=\"described Trump\u2019s tariff threats\">described Trump\u2019s tariff threats<\/a> against Mexico and Canada this way: \u201cIt\u2019s not a tariff per se. It\u2019s an act of domestic policy.\u201d It is, he said, an effort to get those nations to \u201cshow us respect.\u201d<\/p>\n<p>Lutnick added that if those nations accept Trump\u2019s terms on immigration and drugs, \u201cthere will be no tariffs.\u201d<\/p>\n<p>And therein lies the rub. If Trump backs off his tariff threats when trading partners accede to his political demands, there are no new tariffs, and there will be no new tariff revenue.<\/p>\n<h2>Economic Risks<\/h2>\n<p>Worse, <a href=\"https:\/\/www.piie.com\/publications\/policy-briefs\/2024\/why-trumps-tariff-proposals-would-harm-working-americans\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.piie.com\/publications\/policy-briefs\/2024\/why-trumps-tariff-proposals-would-harm-working-americans\" aria-label=\"tariffs could slow U.S. growth\">tariffs could slow U.S. growth<\/a> and reduce domestic income tax revenues. Turning import taxes on and off adds to business uncertainty, which can further slow investment. And tariffs likely will hurt foreign markets for U.S. products. For example, Canadians already are calling for both <a href=\"https:\/\/www.newsweek.com\/canada-united-states-trump-tariffs-2025150\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.newsweek.com\/canada-united-states-trump-tariffs-2025150\" aria-label=\"boycotts and tariffs\">boycotts and tariffs<\/a> on U.S. goods. While Canada would halt its retaliatory tariffs if the U.S. backs down, boycotts of U.S. goods might remain.<\/p>\n<p>By imposing steep tariffs on Canadian and Mexican auto parts, Trump also threatens to break supply chains that have taken decades to build. U.S. automakers would face cost increases and supply constraints that don\u2019t apply to competitors in Germany or Japan, making U.S. firms less competitive and hurting profits and employment.<\/p>\n<p>In addition, Canada and Mexico could choose to respond to Trump\u2019s threats by building and selling autos domestically, putting even more pressure on U.S. auto manufacturing and jobs.<\/p>\n<p>Trump could, of course, return to his campaign promise and impose massive worldwide tariffs without distinguishing among countries. But he\u2019d lose whatever leverage he may have to pursue his domestic agenda through geopolitical pressure. Why would Canada agree to Trump\u2019s immigration demands if he turns around and hits that country with new import taxes as part of a worldwide tariff regime?<\/p>\n<h2>Inconsistent Goals<\/h2>\n<p>Trump\u2019s tariff agenda is filled with other inconsistencies. Among them:<\/p>\n<p>He can\u2019t achieve his campaign promise of lowering consumer prices by <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/what-tariff-and-who-pays-it\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/what-tariff-and-who-pays-it\" aria-label=\"driving up prices on imported goods.\">driving up prices on imported goods. <\/a><\/p>\n<p>Trump insists tariffs are paid by the countries that export to the U.S. rather than by US firms and consumers. <a href=\"https:\/\/www.nber.org\/papers\/w29315\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/www.nber.org\/papers\/w29315\" aria-label=\"That isn\u2019t the case\">That isn\u2019t the case<\/a>, but if it were, and U.S. prices on foreign products didn\u2019t increase, there would be no incentive for U.S. consumers to buy American.<\/p>\n<p>Tariffs on Canada and Mexico would violate the terms of the North American trade deal Trump negotiated in his first term. At the time, <a href=\"https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/remarks-president-trump-united-states-mexico-canada-agreement\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-ga-track=\"ExternalLink:https:\/\/trumpwhitehouse.archives.gov\/briefings-statements\/remarks-president-trump-united-states-mexico-canada-agreement\/\" aria-label=\"Trump called the U.S.-Mexico-Canada pact\">Trump called the U.S.-Mexico-Canada pact<\/a> \u201cthe most modern, up-to-date, and balanced trade agreement in the history of our country.\u201d Now, he\u2019s violating his own agreement.<\/p>\n<p>These are just some reasons to question Trump\u2019s tariffs. But in fiscal policy terms alone, Trump has built himself a trap. He can use tariffs to raise revenue. Or he can use them as a weapon to pressure foreign governments to support his domestic agenda.
