Trump will get <a href=\"https:\/\/apps.urban.org\/features\/2024-candidates-tax-policy\/\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/apps.urban.org\/features\/2024-candidates-tax-policy\/\" data-ga-track=\"ExternalLink:https:\/\/apps.urban.org\/features\/2024-candidates-tax-policy\/\" aria-label=\"much of what he promised during the campaign\">much of what he promised during the campaign<\/a>. But some elements of his agenda likely will be sidetracked, either because he does not seriously pursue them or because of resistance\u2014including from Republicans\u2014on Capitol Hill.<\/p>\n<p><a href=\"https:\/\/taxpolicycenter.org\/feature\/reassessing-tax-cuts-and-jobs-act\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/feature\/reassessing-tax-cuts-and-jobs-act\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/feature\/reassessing-tax-cuts-and-jobs-act\" aria-label=\"Expiring provisions of the 2017 Tax Cuts and Jobs Act (TCJA)\">Expiring provisions of the 2017 Tax Cuts and Jobs Act (TCJA)<\/a> almost certainly will be extended, largely intact, though not without a prolonged battle over key details. Trump will enact substantial <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/more-aggressive-trump-tariff-would-lower-household-incomes-nearly-3000\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/more-aggressive-trump-tariff-would-lower-household-incomes-nearly-3000\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/more-aggressive-trump-tariff-would-lower-household-incomes-nearly-3000\" aria-label=\"new tariffs\">new tariffs<\/a>, though at first they may be more modest than he suggested during the campaign.<\/p>\n<p>The <a href=\"https:\/\/taxpolicycenter.org\/fiscal-facts\/irs-goals-ira-funding\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/fiscal-facts\/irs-goals-ira-funding\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/fiscal-facts\/irs-goals-ira-funding\" aria-label=\"IRS budget\">IRS budget<\/a> will face stiff new headwinds.<\/p>\n<p>Many of Trump\u2019s campaign tax cut promises are likely to be left on the cutting room floor. However, the federal debt will almost surely balloon.<\/p>\n<p>While we await a resolution of the battle over control of the House, here is a prognosis for tax policy in 2025.<\/p>\n<p><fbs-ad position=\"inread\" progressive=\"\" ad-id=\"article-0-inread\" aria-hidden=\"true\" role=\"presentation\"><\/fbs-ad><\/p>\n<p><strong>The TCJA<\/strong>: The expiring individual provisions of the TCJA will be extended sometime in 2025. If Democrats control the House, they\u2019ll battle over funding the tax cuts and <a href=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-child-tax-credit\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-child-tax-credit\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/briefing-book\/what-child-tax-credit\" aria-label=\"expanding the Child Tax Credit (CTC)\">expanding the Child Tax Credit (CTC)<\/a>. But even with full Republican control of Congress, the TCJA debate likely will be long and arduous, and continue until late next year.<\/p>\n<p>GOP lawmakers will fight over the <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/repealing-salt-cap-would-overwhelmingly-benefit-those-high-incomes\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/repealing-salt-cap-would-overwhelmingly-benefit-those-high-incomes\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/repealing-salt-cap-would-overwhelmingly-benefit-those-high-incomes\" aria-label=\"state and local tax (SALT) deduction\">state and local tax (SALT) deduction<\/a> and the corporate tax rate. But they too will struggle over how to pay for at least some of the <a href=\"https:\/\/www.cbo.gov\/publication\/60271\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/www.cbo.gov\/publication\/60271\" data-ga-track=\"ExternalLink:https:\/\/www.cbo.gov\/publication\/60271\" aria-label=\"more than $4 trillion\">more than $4 trillion<\/a> cost of extending the TCJA\u2019s expiring provisions.<\/p>\n<p><strong>Other tax cuts<\/strong>. During the campaign, Trump promised a lengthy list of highly targeted tax cuts, including a corporate rate cut to 20 percent and, <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/five-questions-about-trumps-made-america-corporate-tax-rate\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/five-questions-about-trumps-made-america-corporate-tax-rate\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/five-questions-about-trumps-made-america-corporate-tax-rate\" aria-label=\"for some companies, 15%\">for some companies, 15%<\/a>. For households, he proposed, among other ideas, <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/exempting-tips-federal-income-tax-would-benefit-very-few-workers\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/exempting-tips-federal-income-tax-would-benefit-very-few-workers\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/exempting-tips-federal-income-tax-would-benefit-very-few-workers\" aria-label=\"exempting tips\">exempting tips<\/a>, overtime, and <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/trumps-social-security-benefit-tax-repeal-would-lower-taxes-accelerate-program-insolvency\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/trumps-social-security-benefit-tax-repeal-would-lower-taxes-accelerate-program-insolvency\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/trumps-social-security-benefit-tax-repeal-would-lower-taxes-accelerate-program-insolvency\" aria-label=\"Social Security benefits\">Social Security benefits<\/a> from tax; a tax credit for family caregivers; and a tax deduction for loans to purchase domestically made vehicles. It remains to be seen which of these he\u2019ll really pursue.<\/p>\n<p><strong>The Child Tax Credit<\/strong>. It is <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/families-children-often-pay-less-taxes-their-childless-peers-policymakers-could-do-more\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/families-children-often-pay-less-taxes-their-childless-peers-policymakers-could-do-more\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/families-children-often-pay-less-taxes-their-childless-peers-policymakers-could-do-more\" aria-label=\"one issue that could\">one issue that could<\/a> generate a bipartisan consensus, if Trump wants to try for one. His running mate, Sen. JD Vance, would substantially increase the credit but Trump never endorsed the idea. And the other Republican leader on the issue, Sen. Mitt Romney (R-UT) is retiring.<\/p>\n<p><strong>A Sleeper<\/strong>: While Trump did not discuss it in the campaign, Hill Republicans may try to repeal the <a href=\"https:\/\/taxpolicycenter.org\/briefing-book\/how-are-capital-gains-taxed\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/briefing-book\/how-are-capital-gains-taxed\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/briefing-book\/how-are-capital-gains-taxed\" aria-label=\"3.8% Net Investment Income Tax\">3.8% Net Investment Income Tax<\/a> on capital gains and certain other forms of income that was included in the Affordable Care Act.<\/p>\n<p>And speaking of the ACA, what will happen to the additional ACA <a href=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-are-premium-tax-credits\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-are-premium-tax-credits\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/briefing-book\/what-are-premium-tax-credits\" aria-label=\"premium tax credits\">premium tax credits<\/a> that also are due to expire in 2025? The fate of these tax provisions will be tied to whatever Trump decides to do about the insurance provisions of the ACA itself. During the campaign, he said he had a \u201cconcept\u201d for replacing the laws but never described it.<\/p>\n<p><strong>Tariffs:<\/strong> Major new tariffs were a centerpiece of Trump\u2019s campaign. And, unlike most of the rest of his agenda, Trump can enact them without congressional approval. But Trump may get significant pushback even from Republicans on an aggressive import tax.<\/p>\n<p>Manufacturers with worldwide supply chains will demand help from friendly lawmakers while <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/trumps-proposed-tariffs-would-fall-hardest-states-midwest-and-south\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/trumps-proposed-tariffs-would-fall-hardest-states-midwest-and-south\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/trumps-proposed-tariffs-would-fall-hardest-states-midwest-and-south\" aria-label=\"farm state legislators may worry\">farm state legislators may worry<\/a> about retaliatory tariffs on US agricultural products, which happened after Trump imposed more limited tariffs in his first term.<\/p>\n<p><strong>Green energy tax credits<\/strong>: Trump proposed fully repealing the <a href=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-tax-incentives-encourage-alternatives-fossil-fuels-0\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-tax-incentives-encourage-alternatives-fossil-fuels-0\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/briefing-book\/what-tax-incentives-encourage-alternatives-fossil-fuels-0\" aria-label=\"credits for the purchase of electric vehicles and many other products\">credits for the purchase of electric vehicles and many other products<\/a>, which would raise about <a href=\"https:\/\/www.crfb.org\/blogs\/ira-energy-provisions-could-cost-two-thirds-more-originally-estimated#fn1\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/www.crfb.org\/blogs\/ira-energy-provisions-could-cost-two-thirds-more-originally-estimated#fn1\" data-ga-track=\"ExternalLink:https:\/\/www.crfb.org\/blogs\/ira-energy-provisions-could-cost-two-thirds-more-originally-estimated#fn1\" aria-label=\"$700 billion\">$700 billion<\/a> over 10 years. But many of the individual credits have strong support on Capitol Hill and killing them all will be a struggle.<\/p>\n<p><strong>IRS Funding and staffing<\/strong>: Budget increases that President Biden succeeded in ramming through Congress will be in serious jeopardy. Republicans will push hard to roll back <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/what-we-need-know-judge-irss-effectiveness\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/what-we-need-know-judge-irss-effectiveness\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/what-we-need-know-judge-irss-effectiveness\" aria-label=\"that funding\">that funding<\/a>, especially for enforcement and the agency\u2019s <a href=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-direct-file\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/briefing-book\/what-direct-file\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/briefing-book\/what-direct-file\" aria-label=\"Direct File program\">Direct File program<\/a>. And Hill Democrats, with so many other battles to fight, are unlikely to resist very hard.<\/p>\n<p>A separate but related issue: Will Trump push political appointees on the IRS? The historically non-partisan IRS has only two political appointees, the commissioner and its chief counsel. But <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/conservatives-lay-out-their-second-term-trump-tax-policy\" rel=\"nofollow noopener noreferrer\" target=\"_blank\" class=\"color-link\" title=\"https:\/\/taxpolicycenter.org\/taxvox\/conservatives-lay-out-their-second-term-trump-tax-policy\" data-ga-track=\"ExternalLink:https:\/\/taxpolicycenter.org\/taxvox\/conservatives-lay-out-their-second-term-trump-tax-policy\" aria-label=\"Project 2025\">Project 2025<\/a>, the plan for reorganizing government developed by many Trump allies although publicly disavowed by Trump, would bring many more loyalists into the IRS as well as other federal agencies.<\/p>\n<p>Trump\u2019s tax plans are ambitious and aggressive. He\u2019s laid out a broad, controversial agenda that goes well beyond taxes.
