But then you discover that, actually, routine vision care isn\u2019t guaranteed. <\/p>\n<p>Yes, the vast majority\u2014about 99%, according to <a href=\"https:\/\/www.kff.org\/health-costs\/issue-brief\/dental-hearing-and-vision-costs-and-coverage-among-medicare-beneficiaries-in-traditional-medicare-and-medicare-advantage\/\" target=\"_blank\" rel=\"noopener\">K<\/a>FF\u2014of <span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage enrollees \u201chave access to some vision coverage,\u201d including both eye exams and eyewear. But these are private plans that often put an annual dollar limit on vision coverage, about an average of $160 in 2021. <\/p>\n<p><span class=\"tph-toc-anchored-text\" id=\"original-medicare\"><\/span>Original Medicare, which insures <a href=\"https:\/\/medicareadvocacy.org\/medicare-enrollment-numbers\/#:~:text=The%20Centers%20for%20Medicare%20%26%20Medicaid,are%20enrolled%20in%20Original%20Medicare.\" target=\"_blank\" rel=\"noopener\">about 33.9 million people<\/a> in the United States, doesn\u2019t include dental, vision or hearing services, meaning you won\u2019t have your new eyeglasses frames or annual vision exam covered. <\/p>\n<p>But the real challenge is determining what <i>is <\/i>covered and what isn\u2019t, depending on what plan you have. Whether you\u2019re new to Medicare and wondering what to expect at your next eye exam, or you\u2019re a long-time beneficiary trying to save money on glasses, our guide to Medicare vision coverage and affordable eye care is here to help.\n<\/p>\n<h2><span class=\"tph-toc-anchored-text\" id=\"how-medicare-covers-vision\"><\/span>How Medicare Covers Vision<\/h2>\n<p>If you have a serious eye disease like glaucoma or macular degeneration, you may qualify for certain coverage under original Medicare. For example, if you have diabetes and are at risk for diabetic retinopathy, Medicare will cover <a href=\"https:\/\/www.medicare.gov\/coverage\/eye-exams-for-diabetes\" target=\"_blank\" rel=\"noopener\">annual exams<\/a>. If you\u2019re at <a href=\"https:\/\/www.medicare.gov\/coverage\/glaucoma-screenings\" target=\"_blank\" rel=\"noopener\">high risk for glaucoma<\/a>, Medicare will also cover annual screenings. For eye diseases like macular degeneration, certain diagnostic tests and treatment may be covered, but <a href=\"https:\/\/www.medicare.gov\/coverage\/macular-degeneration-tests-treatment\" target=\"_blank\" rel=\"noopener\">in some cases<\/a>, you will have to meet the Part B deductible and pay 20% of the Medicare-approved amount for the drug and your doctor\u2019s services.<\/p>\n<p>What is clear is that <a href=\"https:\/\/www.medicare.gov\/coverage\/eye-exams-routine\" target=\"_blank\" rel=\"noopener\">routine eye exams<\/a> for eyeglasses or contact lenses, as well as the <a href=\"https:\/\/www.medicare.gov\/coverage\/eyeglasses-contact-lenses\" target=\"_blank\" rel=\"noopener\">frames or lenses<\/a> themselves, are not covered under original Medicare. About 93% of enrollees in <span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage plans have access to some coverage for both eye exams and eyewear, but most of the plans have annual dollar limits on coverage. Here\u2019s how it breaks down.<\/p>\n<h3><span class=\"tph-toc-anchored-text\" id=\"original-medicare\"><\/span>Original Medicare<\/h3>\n<p><span class=\"tph-toc-anchored-text\" id=\"original-medicare\"><\/span>Original Medicare does not cover routine vision exams, eyeglasses or contact lenses, unless you have a pre-existing health condition like diabetes, cataracts or you are at risk for glaucoma. Lasik surgery isn\u2019t covered either, as it is <a href=\"https:\/\/www.medicare.org\/articles\/will-medicare-cover-lasik-eye-surgery\/#:~:text=Unfortunately%2C%20LASIK%20is%20considered%20an,related%20to%20another%20medical%20condition.\" target=\"_blank\" rel=\"noopener\">considered an elective surgery<\/a>. You\u2019re on the hook for the full cost unless you have secondary insurance like Medicaid or one of the previously stated conditions. We\u2019ll cover that in more depth shortly.<\/p>\n<h3><span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage<\/h3>\n<p>Nearly all <span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage plans \u2014 which are administered by private insurance companies like United Healthcare and Cigna \u2014 include some routine vision coverage. <\/p>\n<p>However, vision benefits are pretty modest \u2014 plans offer about $160 worth of eyewear and eye exam coverage a year on average, according to an analysis by the <a href=\"https:\/\/www.kff.org\/health-costs\/issue-brief\/dental-hearing-and-vision-costs-and-coverage-among-medicare-beneficiaries-in-traditional-medicare-and-medicare-advantage\/\" target=\"_blank\" rel=\"noopener\">Kaiser Family Foundation<\/a> (KFF). <\/p>\n<p><span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage plans often also restrict the vision benefits they offer, including: <\/p>\n<ul>\n<li aria-level=\"1\">how often you can replace glasses and\/or contact lenses.<\/li>\n<li aria-level=\"1\">how often the plan will pay for eye exams. <\/li>\n<\/ul>\n<p>For example, 47% of <span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage plans limit beneficiaries to one pair of eyeglasses every two years, according to the KFF analysis, although the most common limit is one pair per year. Eye exams are also most commonly limited to no more than once per year.<\/p>\n<p>Finally, to get these vision benefits, you will need to use certain eye care professionals and services within your specific <span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage plan network, which can <a href=\"https:\/\/fortune.com\/well\/2023\/08\/09\/pros-cons-of-medicare-advantage-plans\/\" target=\"_blank\" rel=\"noopener\">sometimes be limited<\/a>.<\/p>\n<div class=\"call-out-box\" data-post-id=\"164613\">\n\t\t\t\t\t\t<span class=\"call-out-box-description\">Need a refresher on how Medicare works? Check out answers to seven frequently asked questions.\u00a0<br \/>\n<\/span><\/div>\n<h3><span class=\"tph-toc-anchored-text\" id=\"medicare-coverage-for-other-eye-treatments-and-conditions\"><\/span>Medicare Coverage for Other Eye Treatments and Conditions<\/h3>\n<p>By law, both <span class=\"tph-toc-anchored-text\" id=\"original-medicare\"><\/span>Original Medicare and <span class=\"tph-toc-anchored-text\" id=\"medicare-advantage\"><\/span>Medicare Advantage must cover the same basic vision services for eye diseases and chronic conditions.<\/p>\n<p>If you have an eye disease that causes low vision, such as macular degeneration or glaucoma, Medicare Part B will cover screening tests and standard treatment.<\/p>\n<p>You\u2019ll pay 20% of the Medicare-approved amount for these covered treatments and services after meeting your Part B deductible.<\/p>\n<p><b>Medicare Part B covers 80% of the cost for: <\/b><\/p>\n<ul>\n<li aria-level=\"1\">Certain treatments for serious eye conditions, including micro-invasive glaucoma surgery.<\/li>\n<li aria-level=\"1\">Cataract surgery. Medicare will pay to implant a conventional intraocular lens. It will also cover one pair of standard-frame eyeglasses or a set of contact lenses after cataract surgery.<\/li>\n<li aria-level=\"1\">Detached retina treatment.<\/li>\n<li aria-level=\"1\">Treatment for certain dry eye conditions.<\/li>\n<li aria-level=\"1\">Eye exam for people with diabetes to detect glaucoma and diabetic retinopathy.<\/li>\n<li aria-level=\"1\">Annual glaucoma test for people at high-risk of developing the disease or with a family history of glaucoma.<\/li>\n<li aria-level=\"1\">Some tests and treatments for age-related macular degeneration.<\/li>\n<li aria-level=\"1\">An <a href=\"https:\/\/www.medicare.gov\/coverage\/artificial-eyes-limbs\" target=\"_blank\" rel=\"noopener\">eye prosthesis<\/a> (artificial eye) for patients with absence or shrinkage of an eye due to birth defect, injury or surgical removal. <\/li>\n<\/ul>\n<p>Some diseases and conditions \u2014 such as lupus and shingles \u2014 can affect your vision even though they aren\u2019t traditional eye diseases. Medicare Part B covers treatment for your eyes if you have one of the many conditions <a href=\"https:\/\/www.cms.gov\/ICD10Manual\/version33-fullcode-cms\/fullcode_cms\/P0083.html\" target=\"_blank\" rel=\"noopener\">on this list<\/a> from the U.S. Centers for Medicare &amp; Medicaid Services.<\/p>\n<h2><span class=\"tph-toc-anchored-text\" id=\"how-to-save-money-on-vision-care-costs\"><\/span>How to Save Money on Vision Care Costs<\/h2>\n<p>Eyeglasses and routine vision exams are pricey for <span class=\"tph-toc-anchored-text\" id=\"original-medicare\"><\/span>Original Medicare beneficiaries.<\/p>\n<p>Fortunately, several programs and organizations offer free or discounted eyeglasses and exams for older adults.<\/p>\n<p>Here are some of the best ways to reduce your out-of-pocket costs on routine vision care when you\u2019re enrolled in Medicare.<\/p>\n<h3><span class=\"tph-toc-anchored-text\" id=\"how-to-save-money-on-eye-exams\"><\/span>How to Save Money on Eye Exams<\/h3>\n<p>While eye exams can vary in cost from around $50 to $200, insurance provider VSP puts the average cost of a <a href=\"https:\/\/www.vspdirect.com\/blog\/article\/how-much-does-an-eye-exam-cost\" target=\"_blank\" rel=\"noopener\">comprehensive eye exam<\/a> at around $114 for patients without vision insurance. <\/p>\n<p>Here are a few ways to keep more money in your pocket without forgoing important eye care. <\/p>\n<h4>Discounts for AAA and AARP Members<\/h4>\n<p>AAA and AARP members can receive discounts at <a href=\"https:\/\/www.lenscrafters.com\/lc-us\/content\/aarp\" target=\"_blank\" rel=\"noopener\">participating LensCrafters<\/a> and other retail locations nationwide. <\/p>\n<p><b>Members of AAA and AARP can get the following discounts at LensCrafters:<\/b><\/p>\n<ul>\n<li aria-level=\"1\">50% off lenses with the purchase of a frame for eyeglasses or prescription sunglasses. Appointments at Target also range between $70 and $100 for an exam. <\/p>\n<p>All three retailers also offer a wide selection of eyeglasses that start around $60 in price. <\/p>\n<h4>EyeCare America<\/h4>\n<p>EyeCare America is the public service arm of the American Academy of Ophthalmology.<\/p>\n<p>Its Seniors Program provides comprehensive eye exams and up to one year of followup care for any eye condition diagnosed during the initial exam.<\/p>\n<p>These services are free to qualifying older Americans. It\u2019s one of the only national programs that offers free eye exams for people on <span class=\"tph-toc-anchored-text\" id=\"original-medicare\"><\/span>Original Medicare.<\/p>\n<p>To qualify for the EyeCare America Senior Program, you must:<\/p>\n<ul>\n<li aria-level=\"1\">Be age 65 or older.<\/li>\n<li aria-level=\"1\">Be a U.S. citizen or legal resident.<\/li>\n<li aria-level=\"1\">Not belong to an HMO or have eye care benefits through the VA.<\/li>\n<li aria-level=\"1\">Not have seen an ophthalmologist in three or more years.<\/li>\n<\/ul>\n<p>Just a heads-up: This program does not cover the cost of eyeglasses.<\/p>\n<p>You can see if you qualify and apply for the program by filling out <a href=\"https:\/\/secure.aao.org\/Forms\/ECAReferral\" target=\"_blank\" rel=\"noopener\">this form<\/a>.<\/p>\n<h4>Lions Club International<\/h4>\n<p>The Lions Club can pay for <a href=\"https:\/\/www.lionsclubs.org\/en\/give-our-focus-areas\/vision\" target=\"_blank\" rel=\"noopener\">eye care and eye exams<\/a> at local club locations and community events through their vision grant program. The letter must be written on company letterhead and include the Tax ID# of the nonprofit organization. Recommended nonprofits include churches, the Lions Club, Prevent Blindness, Red Cross and United Way.<\/li>\n<li aria-level=\"1\">You\u2019ll need a valid prescription from an eye doctor. You\u2019ll pay more for special coatings, progressive lenses and other add-ons. <\/p>\n<p>Many of these sites offer virtual \u201ctry on\u201d features and come with convenient return policies so you can find frames and lenses that work for you.<\/p>\n<h2><span class=\"tph-toc-anchored-text\" id=\"does-it-make-sense-to-buy-private-vision-insurance-on-medicare\"><\/span>Does It Make Sense to Buy Private Vision Insurance on Medicare?<\/h2>\n<p>Medicare beneficiaries can purchase private vision insurance to help offset the cost of eyeglasses and routine eye exams. According to KFF, <a href=\"https:\/\/www.kff.org\/health-costs\/press-release\/many-medicare-beneficiaries-face-high-out-of-pocket-costs-for-dental-and-hearing-care-whether-in-traditional-medicare-or-medicare-advantage\/#:~:text=The%20analysis%20shows%20that%2C%20among,(%24230)%20for%20vision%20care.\" target=\"_blank\" rel=\"noopener\">Medicare patients spent<\/a> an average of $230 out of pocket on vision care in 2021.<\/p>\n<p>Plans are <a href=\"https:\/\/www.investopedia.com\/how-much-is-vision-insurance-7482641\" target=\"_blank\" rel=\"noopener\">generally inexpensive<\/a> \u2014 the average cost of a standard plan across six companies is about $14 a month \u2014 and premiums usually don\u2019t increase with age like other types of health insurance. <\/p>\n<p>However, private insurance copayments and deductibles may not make it worthwhile. <\/p>\n<p>You should carefully examine any private vision insurance plan benefits and costs before signing up. Make sure the plan actually saves you money on eyeglasses and routine exams.   <\/p>\n<h2><span class=\"tph-toc-anchored-text\" id=\"does-the-va-or-medicaid-cover-eyeglasses-and-eye-exams\"><\/span>Does the VA or Medicaid Cover Eyeglasses and Eye Exams?<\/h2>\n<p>Medicare may not be your only form of insurance. <\/p>\n<p>If you are also enrolled in Medicaid or Veterans Affairs health benefits, you may qualify for free or low-cost vision care. <\/p>\n<h3><span class=\"tph-toc-anchored-text\" id=\"medicaid-vision-coverage\"><\/span>Medicaid Vision Coverage<\/h3>\n<p>Medicaid will cover eye exams for adults ages 21 and older in most states \u2014 but not all. <\/p>\n<p>Medicaid is a federally funded health insurance program for people with low incomes. It\u2019s administered at <a href=\"https:\/\/www.medicaid.gov\/medicaid\/benefits\/index.html\" target=\"_blank\" rel=\"noopener\">the state-level<\/a>, so each state determines its own vision benefits and limitations. <\/p>\n<p>According to KFF:<\/p>\n<ul>\n<li aria-level=\"1\"><a href=\"https:\/\/www.kff.org\/medicaid\/state-indicator\/optometrist-services\/?currentTimeframe=0&amp;sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D\" target=\"_blank\" rel=\"noopener\">At least 43 states<\/a> offer some coverage for optometrist services.<\/li>\n<li aria-level=\"1\">At least 33 states offer some coverage for eyeglasses and other visual aids. <\/li>\n<\/ul>\n<p>In states that do provide vision benefits, basic eye exams are covered. Prescription glasses with basic frames are also usually covered, but each state has specific caps. <\/p>\n<p>Copays for eye exams with Medicaid are affordable, usually $15 or less. <\/p>\n<p>Research your specific state\u2019s Medicaid vision coverage or <a href=\"https:\/\/www.medicaid.gov\/about-us\/contact-us\/index.html\" target=\"_blank\" rel=\"noopener\">contact your local Medicaid office<\/a> for more information. Speaking with a local Medicaid office and your individual plan provider is the best way to understand your specific vision benefits. <\/p>\n<p>Once you\u2019re clear on your coverage, make sure your eye doctor accepts Medicaid before scheduling an eye exam. <\/p>\n<h3><span class=\"tph-toc-anchored-text\" id=\"va-vision-coverage\"><\/span>VA Vision Coverage<\/h3>\n<p>If you have VA health care benefits, the program <a href=\"https:\/\/www.va.gov\/health-care\/about-va-health-benefits\/vision-care\/#:~:text=Yes.,VA%20medical%20center%20or%20clinic.\" target=\"_blank\" rel=\"noopener\">will cover<\/a> your routine eye exams and preventive vision testing. <\/p>\n<p>Talk to your VA primary care provider or contact your <a href=\"https:\/\/www.va.gov\/find-locations\/\" target=\"_blank\" rel=\"noopener\">nearest VA medical center<\/a> or clinic for more information. <\/p>\n<p>Veterans can also qualify for free eyeglasses or contact lenses by meeting one of the following criteria:<\/p>\n<ul>\n<li aria-level=\"1\">Have a compensable service-connected disability.<\/li>\n<li aria-level=\"1\">Are a former prisoner of war.<\/li>\n<li aria-level=\"1\">Were awarded a Purple Heart.<\/li>\n<li aria-level=\"1\">Receive benefits under Title 38 United States Code (U.S.C.) 1151.<\/li>\n<li aria-level=\"1\">Receive an increased pension because you\u2019re permanently housebound and in need of regular aid. <\/li>\n<li aria-level=\"1\">Experience vision problems caused by another illness or injury \u2014 such as stroke or diabetes or a traumatic brain injury \u2014 for which you\u2019re receiving VA care. <\/li>\n<li aria-level=\"1\">Have functional impairment or cognitive impairment that\u2019s severe enough to make everyday tasks hard<\/li>\n<li aria-level=\"1\">Have vision and\/or hearing loss that\u2019s severe enough to interfere with your ability to take an active role in your own health care<\/li>\n<\/ul>\n<p><i>Rachel Christian is a Certified Educator in Personal Finance and a senior writer for The SS.
