I consider it kind of like a pilot to see how that functions over time.&#8221;<\/p>\n<p>The Federal Reserve Bank of Kansas City <ps-link><u>approved the account for Kraken<\/u><\/ps-link>, granting the cryptocurrency exchange direct access to the central bank&#8217;s payment network.\u00a0<\/p>\n<p>Bowman stressed that the approval does not signal broader access to such accounts.<\/p>\n<p>&#8220;I wouldn&#8217;t say that it&#8217;s opening the flood gates,&#8221; she said. &#8220;It&#8217;s a bit of an experiment, frankly.&#8221;<\/p>\n<p>Kraken receiving a limited-purpose account comes as the Fed prepares to introduce a prototype for a <ps-link><u>&#8220;skinny&#8221; master account by year&#8217;s end<\/u><\/ps-link>.\u00a0\u00a0<\/p>\n<p>The <ps-link><u>skinny master account<\/u><\/ps-link>, first proposed by Fed Gov. Christopher Waller in October, would give fintech firms limited access to the central bank&#8217;s payment rails. Under the current proposal, account holders would have access to the Fedwire Funds Service, the National Settlement Service, FedNow and Fedwire Securities for free transfers only.<\/p>\n<p>Bowman on Thursday also addressed reforming the Fed&#8217;s discount window \u2014 a topic she and <ps-link><u>Treasury Secretary Scott Bessent both discussed<\/u><\/ps-link> Tuesday \u2014 highlighting the importance of creating a more seamless process for banks to move collateral from the Federal Home Loan Banks to the discount window.<\/p>\n<p>&#8220;It is critically important that where we have banks that need to move collateral from the Federal Home Loan Banks to the discount window that there is a process that allows for that to happen seamlessly and quickly,&#8221; she said. &#8220;Generally, if you&#8217;re moving from FHLBs to the discount window, it&#8217;s because you&#8217;re experiencing some stress.&#8221;<\/p>\n<p>She added that FHLBs are an important liquidity source for a number of institutions and that the issue is top of mind as potential talks on reforming liquidity requirements continue.<\/p>\n<p>&#8220;It&#8217;s critically important that we recognize the importance of that relationship as a daily liquidity source for a number of institutions, not just banks,&#8221; she said. &#8220;We are considering that as we&#8217;re requiring banks to hold liquidity and understand the practical effects and actions that a bank takes to secure liquidity on a day-to-day basis.&#8221;<\/p>\n<p>Bowman also touched on Fed monetary policy, noting the <ps-link><u>75-basis-point cuts implemented throughout 2025 <\/u><\/ps-link>have shown signs of stabilizing the labor market.
