Federal income tax changes would require Congressional action.<\/p>\n<p>Meanwhile, some policy experts say they are skeptical.<\/p>\n<p>&#8220;To put it simply, the math just doesn&#8217;t work,&#8221; said Alex Durante, a senior economist at the Tax Foundation, a nonprofit tax policy think tank. The organization has analyzed <a href=\"https:\/\/taxfoundation.org\/research\/all\/federal\/trump-tariffs-trade-war\/\" target=\"_blank\" rel=\"noopener\">Trump&#8217;s tariff policy<\/a>, including whether it could <a href=\"https:\/\/taxfoundation.org\/blog\/trump-income-tax-tariff-proposals\/\" target=\"_blank\" rel=\"noopener\">replace income tax<\/a>.  <\/p>\n<\/div>\n<div class=\"group\">\n<div class=\"RelatedContent-relatedContent\" id=\"RegularArticle-RelatedContent-1\">\n<div class=\"RelatedContent-container\">\n<div class=\"RelatedContent-nonCollapsibleContent\">\n<h2 class=\"RelatedContent-header\">Read more CNBC personal finance coverage<\/h2>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>While tariffs were the main source of U.S. revenue during the 19th century, &#8220;the government was much smaller,&#8221; according to Durante. <\/p>\n<p>During that period, <a href=\"https:\/\/taxfoundation.org\/blog\/trump-income-tax-tariff-proposals\/\" target=\"_blank\" rel=\"noopener\">federal government spending<\/a> was slightly above 2% of gross domestic product, compared to nearly 23% in 2023, according to the Tax Foundation&#8217;s 2025 analysis.   <\/p>\n<p>White House spokesman Kush Desai told CNBC in an email that &#8220;President Trump did not say that the current tariff regime can replace federal income taxes. He simply reiterated his belief that a robust tariff policy could \u2014 as it did for much of American history \u2014 fully fund the federal government.&#8221;<\/p>\n<p>Trump&#8217;s remarks came days after the Supreme Court struck down a large chunk of his tariff agenda. The Trump administration Department of Justice faces a big tariff refund court deadline on Friday. But it&#8217;s unclear whether importers could see refunds from the billions in levies collected via Trump&#8217;s higher rates. <\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline0\"><\/a>How tariff revenue compares to income taxes<\/h2>\n<div class=\"group\">\n<p>&#8220;It&#8217;s completely implausible that tariffs can replace the modern system of income tax,&#8221; said Kimberly Clausing, a nonresident senior fellow at the Peterson Institute for International Economics, a nonprofit think tank. &#8220;They&#8217;re way too small.&#8221;\u00a0<\/p>\n<p>Clausing co-authored a 2024 report on the topic, which <a href=\"https:\/\/www.piie.com\/blogs\/realtime-economics\/2024\/can-trump-replace-income-taxes-tariffs?__cf_chl_tk=Isl9pylFjbkasySDSbaFqulotwS0lAFJkUHSPxILh58-1738697246-1.0.1.1-W_Ilq8fgD1aYWwhoAeCvsOSOvvGWbuH5jqwibjJpOkw\" target=\"_blank\" rel=\"noopener\">compared the tax base<\/a> from both types of revenue. In 2023, the U.S. imported $3.1 trillion of goods and levied tax on\u00a0more than $20 trillion\u00a0in income, she wrote.<\/p>\n<\/div>\n<div class=\"group\">\n<p>During fiscal year 2025, the federal government <a href=\"https:\/\/fiscaldata.treasury.gov\/americas-finance-guide\/government-revenue\/\" target=\"_blank\" rel=\"noopener\">collected roughly $2.66 trillion<\/a> from individual income taxes, which was nearly 51% of total revenue, according to Treasury data. By comparison, customs duties were about <a href=\"https:\/\/www.fiscal.treasury.gov\/files\/reports-statements\/mts\/mts0925.pdf\" target=\"_blank\" rel=\"noopener\">$195 billion<\/a> the same year, the Treasury reported.<\/p>\n<p>As of Jan. 31, the federal government has received about <a href=\"https:\/\/fiscaldata.treasury.gov\/americas-finance-guide\/government-revenue\/\" target=\"_blank\" rel=\"noopener\">$924 billion in individual income taxes<\/a> during fiscal year 2026, which began Oct. 1, compared to roughly $118 billion from customs duties, according to the Treasury.<\/p>\n<p>Even if Trump&#8217;s tariffs reached a &#8220;revenue maximizing level&#8221; of more than 40%, the levies would raise less than one-fifth of individual income taxes collected, Clausing told CNBC.<\/p>\n<p>Tariffs that high would be &#8220;ruinous for the economy,&#8221; with other negative effects, including fewer imports, which would impact that revenue, she said.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108265885\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108265885\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000403982\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"><\/span><span><\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.cnbc.com\/2026\/02\/27\/trump-tariffs-income-taxes.html\" target=\"_blank\" rel=\"noopener\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>U.S. President Donald J.
