{"id":24602,"date":"2026-01-15T05:49:21","date_gmt":"2026-01-15T05:49:21","guid":{"rendered":"https:\/\/finderica.com\/?p=24602"},"modified":"2026-01-15T05:49:21","modified_gmt":"2026-01-15T05:49:21","slug":"opm-retirement-application-backlog-surges-to-50000-in-december","status":"publish","type":"post","link":"https:\/\/finderica.com\/?p=24602","title":{"rendered":"OPM Retirement Application Backlog Surges to 50,000 in December"},"content":{"rendered":"<div>\n<p>\u00a0<\/p>\n<p><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-43813\" src=\"https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/file-folders-backlog-dp_50499219_L.jpg\" alt=\"\" width=\"1333\" height=\"2000\" srcset=\"https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/file-folders-backlog-dp_50499219_L.jpg 1333w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/file-folders-backlog-dp_50499219_L-200x300.jpg 200w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/file-folders-backlog-dp_50499219_L-682x1024.jpg 682w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/file-folders-backlog-dp_50499219_L-768x1152.jpg 768w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/file-folders-backlog-dp_50499219_L-1024x1536.jpg 1024w\" sizes=\"auto, (max-width: 1333px) 100vw, 1333px\"><\/p>\n<p>The Office of Personnel Management\u2019s retirement application backlog continue it\u2019s growth trend reaching more than 50,000 unprocessed claims in December \u2014 a more than 4% increase over November.\u00a0 The retirement application volume has been nearly triple the rate as last year.<\/p>\n<p>The primary cause of the increase in retirement claims is the Trump administration\u2019s efforts to reduce the size of government.\u00a0 OPM Director Scott Kupor recently cited that \u00a0<a href=\"https:\/\/www.opm.gov\/news\/secrets-of-opm\/everyone-has-a-plan-until-you-step-into-the-ring\/\" target=\"_blank\" rel=\"noopener\">317,000 federal employees left the government in 2025<\/a>.\u00a0 OPM recently implemented a digital retirement application system.\u00a0 While processing digital claims is faster, many paper claims are still coming in from federal agencies as the government transitions to the digital system.<\/p>\n<p>Last month, House Democrats on the Oversight and Government Reform Committee sent Kuper a <a href=\"https:\/\/walkinshaw.house.gov\/uploadedfiles\/letter_to_opm_regarding_retirement_processing_delays_final.pdf\" target=\"_blank\" rel=\"noopener\">letter<\/a> raising concerns about the \u201csubstantial delays following the Trump Administration\u2019s implementation of the Deferred Resignation Program (DRP) and other workforce reduction policies.\u201d<\/p>\n<p>\u201cThe influx of new retirement applications under the DRP, combined with government-wide RIFs and early-out packages have reduced both the capacity and staffing levels of agency human resources offices and supporting organizations. This has put the federal retirement system under enormous strain,\u201d stated a House Representative in the letter.<\/p>\n<p>The House Democrats asked Kupor to address these questions:<\/p>\n<ol>\n<li>What guidance has OPM provided to agencies to ensure that retiring employees who lost access to government email and internal systems can continue to communicate with human resources offices using personal contact information?<\/li>\n<li>What steps is OPM taking to address retirement applications that remain stalled at agencies or payroll providers and have not yet been transmitted to OPM for processing?<\/li>\n<li>How is OPM assessing the impact of agency human resources staffing reductions on retirement processing delays across the federal government?<\/li>\n<li>How does OPM track and account for delays that occur at agencies and payroll providers, rather than solely within OPM\u2019s own retirement processing timelines?<\/li>\n<li>OPM has heavily advertised its new digital retirement tool, the Online Retirement Application (ORA), and promoted its role in retirement processing reform. Please provide a list of named agencies (with components when applicable) that have wholly adopted and launched ORA for their entire HR teams and workforce. For agencies that remain in interim status, please provide a list of agencies (by component when applicable) and what the adoption status is, and the estimate for full usage. Please also provide what number and percentage of current cases are and are not using ORA, what the reasons are for non-adoption and usage, and what steps remain to be taken by OPM and employing agencies for full implementation.<\/li>\n<li>Please list any step and\/or discrete action under the end-to-end retirement processing process that is not captured by ORA.<\/li>\n<li>What has been the impact on OPM\u2019s customer service and support for the existing retiree population amidst the growing number of new retirements, and have there been any staffing or work assignment changes within the components that manage this process since December 2024?<\/li>\n<\/ol>\n<h2>OPM\u2019s Processing Time of Retirement Applications<\/h2>\n<p>The monthly average processing time for December (including both digital and paper applications) decreased to 71 days, down from 79 days in October. <em><strong>Note: <\/strong><\/em>The processing times are provided by OPM, and are an <em>average<\/em>.\u00a0 An individual applicant\u2019s time may vary.<\/p>\n<h2 style=\"text-align: center;\">CSRS\/FERS New Claims Processing Time<\/h2>\n<p><strong>Below is the latest chart and table from OPM showing the progress for the several months.<\/strong><\/p>\n<p><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-43811\" src=\"https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-table.png\" alt=\"\" width=\"1065\" height=\"199\" srcset=\"https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-table.png 1065w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-table-300x56.png 300w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-table-1024x191.png 1024w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-table-768x144.png 768w\" sizes=\"auto, (max-width: 1065px) 100vw, 1065px\"><\/p>\n<p>\u00a0<\/p>\n<p>OPM\u2019s Retirement Services (RS) is working towards a fully digital retirement application process while working with agencies and payroll offices to update legacy processes.\u00a0\u00a0During this period of transition, RS is still receiving many new retirement claims on paper.<br \/>\u2022 In December RS Received 13,174 new retirement claims; of these 6,055 were digital and 7,119 were paper<\/p>\n<p>According to OPM, the processing of digital cases is faster. With systematic checks of data, annuitants experience less delays due to missing information or incomplete packages.<br \/>\u2022 In December RS processed 9,428 new retirement claims; of these 3,506 were digital and 5,922 were paper.<br \/>\u2022 In December digital cases were processed in 40 days, and paper claims were processed in 81 days<\/p>\n<p><img loading=\"lazy\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-43812\" src=\"https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-graph.png\" alt=\"\" width=\"735\" height=\"368\" srcset=\"https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-graph.png 1057w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-graph-300x150.png 300w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-graph-1024x512.png 1024w, https:\/\/www.myfederalretirement.com\/wp-content\/uploads\/2024\/09\/backlog-12-2025-graph-768x384.png 768w\" sizes=\"auto, (max-width: 735px) 100vw, 735px\"><\/p>\n<p>OPM experiences its largest surges in retirement applications in January and February each year.
