{"id":16472,"date":"2025-06-10T14:35:49","date_gmt":"2025-06-10T14:35:49","guid":{"rendered":"https:\/\/finderica.com\/?p=16472"},"modified":"2025-06-10T14:35:49","modified_gmt":"2025-06-10T14:35:49","slug":"trumps-big-beautiful-bill-may-curb-access-to-low-income-tax-credit","status":"publish","type":"post","link":"https:\/\/finderica.com\/?p=16472","title":{"rendered":"Trump&#8217;s &#8216;big beautiful&#8217; bill may curb access to low-income tax credit"},"content":{"rendered":"<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"><\/span><\/p>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108156643\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Artistgndphotography | E+ | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>As Senate Republicans debate President Donald Trump&#8217;s &#8220;big beautiful bill&#8221;, a lesser-known provision from the House-approved package could make it harder to claim a low-income tax credit.<\/p>\n<p>If enacted as written, the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\" target=\"_blank\" rel=\"noopener\">House measure<\/a> in the &#8220;One Big Beautiful Bill Act&#8221; would require precertification of each qualifying child for filers claiming the so-called earned income tax credit, or EITC, starting in 2028.<\/p>\n<p>Under current law, taxpayers claim the EITC on their tax return \u2014 including <a href=\"https:\/\/www.irs.gov\/forms-pubs\/about-schedule-eic-form-1040\" target=\"_blank\" rel=\"noopener\">Schedule EIC<\/a> for qualifying children.<\/p>\n<p>The provision aims to &#8220;avoid duplicative and other erroneous claims,&#8221; according to the bill&#8217;s text. But policy experts say the new rules would burden eligible filers, who may forgo the EITC as a result. The measure could also delay tax refunds for those filers, particularly amid IRS cutbacks, experts say.<\/p>\n<p><strong>More from Personal Finance:<\/strong><br \/>Job market is &#8216;trash&#8217; right now, career coach says \u2014 here&#8217;s why<br \/>What a &#8216;revenge tax&#8217; in Trump&#8217;s spending bill could mean for investors<br \/>What Trump&#8217;s plan to slash Pell Grant to lowest level in a decade means for you<\/p>\n<p>&#8220;You&#8217;re going to flood the IRS with all these [EITC] documents,&#8221; said Janet Holtzblatt, a senior fellow at the Urban-Brookings Tax Policy Center. &#8220;It&#8217;s just not clear how they&#8217;re going to process all this information.&#8221;<\/p>\n<p>Holtzblatt, who has pushed to simplify the EITC for decades, wrote a critique of the <a href=\"https:\/\/taxpolicycenter.org\/taxvox\/one-big-beautiful-bill-acts-eitc-precertification-requirement-could-delay-refunds\" target=\"_blank\" rel=\"noopener\">proposed precertification<\/a> last week.<\/p>\n<\/div>\n<div class=\"group\">\n<p>&#8220;This is not a new idea, but was previously considered, studied and rejected for very good reasons,&#8221; Greg Leiserson, a senior fellow at the Tax Law Center at New York University Law, <a href=\"https:\/\/taxlawcenter.org\/blog\/the-gop-plan-to-cut-the-eitc-via-administrative-burdens\" target=\"_blank\" rel=\"noopener\">wrote about the proposal<\/a> in late May.<\/p>\n<p>Studies during the George W. Bush administration found an EITC precertification process <a href=\"https:\/\/web.archive.org\/web\/20080920030911\/https:\/www.irs.gov\/pub\/irs-utl\/irs_earned_income_tax_credit_initiative_final_report_to_congress_october_2005.pdf\" target=\"_blank\" rel=\"noopener\">reduced EITC claims<\/a> for eligible filers, Leiserson wrote. During the study, precertification also yielded a lower return on investment compared to existing EITC enforcement, such as audits, he wrote.<\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline0\"><\/a>EITC eligibility is &#8216;complicated&#8217;<\/h2>\n<div class=\"group\">\n<p>One of the key benefits of the EITC is the tax break is &#8220;refundable,&#8221; meaning you can still claim the credit and get a refund with zero taxes owed.<\/p>\n<p>That&#8217;s valuable for lower earners who don&#8217;t have a tax bill, experts say.<\/p>\n<p>To qualify, you need &#8220;earned income,&#8221; or wages from work. The income phase-outs depend on your &#8220;<a href=\"https:\/\/www.irs.gov\/credits-deductions\/individuals\/earned-income-tax-credit\/qualifying-child-rules\" target=\"_blank\" rel=\"noopener\">qualifying children<\/a>,&#8221; based on four IRS tests.<\/p>\n<\/div>\n<blockquote data-test=\"Pullquote\">\n<div class=\"Pullquote-pullquote\" style=\"border-top-color:#002f6c\">\n<div>\n<p>Eligibility is complicated.<\/p>\n<div class=\"Pullquote-sourceWrapper\">\n<p>Janet Holtzblatt<\/p>\n<p>Senior fellow at the Urban-Brookings Tax Policy Center<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/blockquote>\n<div class=\"group\">\n<p>&#8220;Eligibility is complicated,&#8221; and residency requirements for qualifying children often cause errors, said Holtzblatt with the Tax Policy Center.\u00a0<\/p>\n<p>For 2025, the tax break is <a href=\"https:\/\/www.irs.gov\/newsroom\/irs-releases-tax-inflation-adjustments-for-tax-year-2025\" target=\"_blank\" rel=\"noopener\">worth up to $8,046<\/a> for eligible families. You can claim the maximum EITC with adjusted gross income up to $61,555 for single filers and $68,675 for married couples filing jointly. These phase-outs apply to families with three or more children.<\/p>\n<p>As of December 2024, about <a href=\"https:\/\/www.irs.gov\/newsroom\/irs-national-partners-launch-eitc-awareness-day-on-50th-anniversary-of-the-earned-income-tax-credit\" target=\"_blank\" rel=\"noopener\">23 million workers<\/a> received the EITC for tax year 2022, according to the IRS. But 1 in 5 eligible taxpayers don&#8217;t claim the tax break, the agency estimates.<\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline1\"><\/a>Changes could &#8216;complicate&#8217; existing issues<\/h2>\n<div class=\"group\">\n<p>Nine Democratic Senators last week <a href=\"https:\/\/www.cortezmasto.senate.gov\/wp-content\/uploads\/2025\/06\/Final-EITC-Letter.pdf\" target=\"_blank\" rel=\"noopener\">voiced concerns<\/a> about the House-approved EITC changes in a letter to Senate Majority Leader John Thune, R-S.D., and House Speaker Mike Johnson, R-La.<\/p>\n<p>If enacted, the updates would &#8220;further complicate the EITC&#8217;s existing challenges and make it more difficult to claim,&#8221; the lawmakers wrote.<\/p>\n<p>Higher earners are more likely to face an audit, but EITC claimants<strong> <\/strong>have a <a href=\"https:\/\/bipartisanpolicy.org\/blog\/efforts-to-address-equity-and-efficiency-in-eitc-audits\/#:~:text=While%20higher%2Dincome%20taxpayers%20are,the%20rest%20of%20the%20population.\" target=\"_blank\" rel=\"noopener\">5.5 times higher audit rate<\/a> than the rest of U.S. filers, partly due to improper payments, according to the Bipartisan Policy Center.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108155183\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108155183\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000378467\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"><\/span><span><\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>The proposed EITC change, among other House provisions, still need Senate approval, and it&#8217;s unclear how the measure could change.<\/p>\n<p>However, under the reconciliation process, Senate Republicans only need a simple majority to advance the bill.\u00a0<\/p>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.cnbc.com\/2025\/06\/10\/trumps-big-beautiful-bill-tax-credit.html\" target=\"_blank\" rel=\"noopener\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Artistgndphotography | E+ | Getty Images As Senate Republicans debate President Donald Trump&#8217;s &#8220;big beautiful bill&#8221;, a lesser-known provision from the House-approved package could make it harder to claim a low-income tax credit.
