{"id":15689,"date":"2025-05-25T04:32:22","date_gmt":"2025-05-25T04:32:22","guid":{"rendered":"https:\/\/finderica.com\/?p=15689"},"modified":"2025-05-25T04:32:22","modified_gmt":"2025-05-25T04:32:22","slug":"harvard-trump-battle-over-international-enrollment-students-scramble","status":"publish","type":"post","link":"https:\/\/finderica.com\/?p=15689","title":{"rendered":"Harvard, Trump battle over international enrollment; students scramble"},"content":{"rendered":"<div id=\"RegularArticle-ArticleBody-5\" data-module=\"ArticleBody\" data-test=\"articleBody-2\" data-analytics=\"RegularArticle-articleBody-5-2\"><span class=\"HighlightShare-hidden\" style=\"top:0;left:0\"><\/span><\/p>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108142250\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108142250\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000375331\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"><\/span><span><\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Immediately after the\u00a0Trump administration\u00a0blocked\u00a0Harvard University\u00a0on Thursday from enrolling future\u00a0international students\u00a0and retaining currently enrolled foreign students, some members of next year&#8217;s freshman class started scrambling.<\/p>\n<p>&#8220;I was on the phone with a parent who was visibly shaken and completely frantic,&#8221; said Christopher Rim, president and CEO of college consulting firm Command Education.<\/p>\n<p>Rim, who works with a large share of international students from abroad, said a few of his clients were accepted into the Class of 2029 and committed to Harvard on May 1, also known as\u00a0National College Decision Day, which was just three weeks ago.<\/p>\n<p>Now, they don&#8217;t know what to do.<\/p>\n<p>&#8220;This is a major moment in these students&#8217; lives,&#8221; Rim said. &#8220;Given the circumstances and policies and laws that we have right now, we are advising these families to look into taking a gap year \u2014 hopefully by then, the Trump administration and Harvard can come to an agreement.&#8221;<\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline0\"><\/a>An escalating legal battle<\/h2>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108149945\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>Harvard University merchandise displayed at a store in Cambridge, Massachusetts, US, on Monday, May 5, 2025. <\/p>\n<p>Mel Musto | Bloomberg | Getty Images<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>On Thursday, the Department of Homeland Security terminated Harvard&#8217;s student and exchange visitor program certification, therefore <a href=\"https:\/\/www.dhs.gov\/news\/2025\/05\/22\/harvard-university-loses-student-and-exchange-visitor-program-certification-pro\" target=\"_blank\" rel=\"noopener\">blocking foreign students from enrolling<\/a> and forcing existing foreign students to transfer or lose their legal status.<\/p>\n<p>A federal judge in Massachusetts on Friday temporarily halted the Trump administration&#8217;s ban on international students, following a petition from Harvard earlier in the day calling for a reversal of the policy.<\/p>\n<p>The legal battle puts Harvard international students in a &#8220;limbo state,&#8221; said Mark Kantrowitz, a higher education expert.<\/p>\n<p>International students <a href=\"https:\/\/oneworld.worldwide.harvard.edu\/international-students-at-harvard\/\" target=\"_blank\" rel=\"noopener\">accounted<\/a> for 27% of Harvard&#8217;s total enrollment in the 2024-25 academic year. That&#8217;s up from 20% during 2006-07.<\/p>\n<p>Kantrowitz doesn&#8217;t expect the Trump administration to prevail in Harvard&#8217;s lawsuit, though of course it&#8217;s a possibility, he said.<\/p>\n<p><strong>More from Personal Finance:<\/strong><br \/>Wage garnishment for defaulted student loans to begin<br \/>What loan forgiveness opportunities remain under Trump<br \/>Is college still worth it? It is for most, but not all<\/p>\n<p>The latest move came amid an escalating standoff between the government and the Ivy League school after Harvard\u00a0<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/harvard-stand-against-trump-rcna201322\" target=\"_blank\" rel=\"noopener\">refused to meet<\/a>\u00a0a set of demands issued by the Trump administration&#8217;s Task Force to Combat Anti-Semitism<em>.<\/em><\/p>\n<p>&#8220;It is a privilege, not a right, for universities to enroll foreign students and benefit from their higher tuition payments to help pad their multibillion-dollar endowments,&#8221; Homeland Security Secretary Kristi Noem said\u00a0in a <a href=\"https:\/\/www.dhs.gov\/news\/2025\/05\/22\/harvard-university-loses-student-and-exchange-visitor-program-certification-pro\" target=\"_blank\" rel=\"noopener\">statement<\/a> Thursday.<\/p>\n<p>In a <a href=\"https:\/\/www.harvard.edu\/president\/news\/2025\/supporting-our-international-students-and-scholars\/\" target=\"_blank\" rel=\"noopener\">statement<\/a> on Friday, Harvard called Thursday&#8217;s action &#8220;unlawful\u00a0and unwarranted.&#8221;<\/p>\n<p>&#8220;It imperils the futures of thousands of students and scholars across Harvard and serves as a warning to countless others at colleges and universities throughout the country who have come to America to pursue their education and fulfill their dreams,&#8221; Harvard said.<\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline1\"><\/a>Colleges rely on international enrollment<\/h2>\n<div class=\"group\">\n<p>&#8220;It&#8217;s a shock,&#8221; said Hafeez Lakhani, founder and president of Lakhani Coaching in New York.\u00a0<\/p>\n<p>&#8220;At a time when international applications \u2014 and international yield \u2014 are under pressure, this sends a signal to the rest of the world that not only is Harvard closed to the international best and brightest, but that the U.S. is not a welcome place for international students,&#8221; Lakhani said.<\/p>\n<p>International enrollment is an important source of revenue for schools, which is why colleges tend to rely on a contingent\u00a0of foreign students, who typically pay full tuition.<\/p>\n<p>Altogether, international student enrollment contributed\u00a0<a href=\"https:\/\/www.nafsa.org\/about\/about-nafsa\/international-students-contribute-record-breaking-level-spending-and-378000-jobs\" target=\"_blank\" rel=\"noopener\">$43.8 billion<\/a>\u00a0to the U.S. economy in 2023-24, according to a report by NAFSA: Association of International Educators.<\/p>\n<p>During that academic year, there were more than 1.1 million international undergraduate and graduate students in the U.S., mostly from India and China,\u00a0making up slightly less than 6% of the total U.S. higher education population, according to the latest\u00a0<a href=\"https:\/\/opendoorsdata.org\/\" target=\"_blank\" rel=\"noopener\">Open Doors<\/a>\u00a0data, released by the U.S. Department of State and the Institute of International Education.<\/p>\n<p>In the 2023-24 academic year, the U.S. hosted a record number of students from abroad, marking a 7% increase from the previous year.\u00a0<\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline2\"><\/a>Next steps for Harvard students in limbo<\/h2>\n<div class=\"InlineImage-imageEmbed\" id=\"ArticleBody-InlineImage-108134711\" data-test=\"InlineImage\">\n<div class=\"InlineImage-wrapper\">\n<div>\n<p>FILE PHOTO: People walk on the Business School campus of Harvard University in Cambridge, Massachusetts, U.S., April 15, 2025.   <\/p>\n<p>Faith Ninivaggi | Reuters<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>Kantrowitz&#8217;s advice to admitted or enrolled international students at Harvard: Start exploring your options but don&#8217;t make any sudden moves until you hear from the university.<\/p>\n<p>&#8220;Harvard is going to be scrambling to deal with this, and they will issue guidance to admitted students and the enrolled students,&#8221; Kantrowitz said.<\/p>\n<p>In its statement, Harvard called international students and scholars &#8220;vital members of our community.&#8221;<\/p>\n<p>&#8220;We will support you as we do our utmost to ensure that Harvard remains open to the world,&#8221; it said.<\/p>\n<p>Transferring to another U.S. school may have its own risks, Kantrowitz said.<\/p>\n<p>&#8220;I&#8217;ve heard from [Harvard] students who are seeking to transfer,&#8221; Kantrowitz said. &#8220;But that might be jumping from the frying pan into fire. These other colleges could be targeted soon enough.&#8221;<\/p>\n<p>It may also be difficult for Harvard&#8217;s incoming freshman class to transfer to another university, Kantrowitz said. Many institutions may already be at full enrollment for the coming academic year, he said.<\/p>\n<p>There are currently more than 300 U.S. schools still accepting applications for prospective first-year and transfer students for the upcoming fall term, <a href=\"https:\/\/www.nacacnet.org\/college-openings-update\/\" target=\"_blank\" rel=\"noopener\">according to<\/a> the National Association for College Admission Counseling.<\/p>\n<p>Harvard students who require financial aid may have a tougher time transferring, depending on the university, compared to those who don&#8217;t need assistance, Kantrowitz said.<\/p>\n<p>That&#8217;s because many schools use <a href=\"https:\/\/finaid.brown.edu\/basics\/financial-need-eligibility\/need-blind\" target=\"_blank\" rel=\"noopener\">&#8220;need sensitive&#8221; or &#8220;need aware&#8221; admissions<\/a> for international students, Kantrowitz said. That means they consider the student&#8217;s financial need when choosing whether to accept the student.<\/p>\n<\/div>\n<div class=\"group\">\n<p>Already, some of Lakhani&#8217;s college-bound clients have started considering schools outside the U.S., fueled by fear about rapid policy changes, he said.<\/p>\n<p>Indeed, some schools overseas are trying to woo Harvard&#8217;s international students in light of the Trump administration&#8217;s recent maneuver.
