Filers must itemize deductions to claim the tax break for SALT.<\/p>\n<p>If the House provision is enacted, the SALT cap would rise to $40,000, up from $30,000 in the previous plan, and phases out over $500,000, according to <a href=\"https:\/\/amendments-rules.house.gov\/amendments\/RCP_119-3_Managers_xml%20(002)250521201648156.pdf?_gl=1*16oaa1i*_ga*NTc0ODI4NjMzLjE3MzE1MzA1MTM.*_ga_N4RTJ5D08B*czE3NDc4NzYwMTUkbzEkZzEkdDE3NDc4NzYzMDAkajAkbDAkaDA\" target=\"_blank\" rel=\"noopener\">revised language<\/a> released by the House Rules Committee. Act &#8216;now&#8217; to claim, experts say<br \/>Trump tariffs create the &#8216;perfect storm&#8217; for financial scams<\/p>\n<p>The revised text would also reduce itemized deductions for certain taxpayers in the 37% income tax bracket, which could reduce the benefit of the higher SALT cap.<\/p>\n<p>For 2025, the top rate of 37% applies to individuals with\u00a0taxable income\u00a0above $626,350, and married couples filing jointly earning $751,600 or more.<\/p>\n<p>However, the House proposal for changes to the SALT deduction could still face pushback in the Senate.<\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline0\"><\/a>How the SALT deduction works<\/h2>\n<div class=\"group\">\n<p>When filing taxes, you pick the greater of the standard deduction or your itemized deductions, including SALT capped at $10,000, medical expenses above 7.5% of your adjusted gross income,\u00a0charitable gifts\u00a0and others.<\/p>\n<p>Starting in 2018, the Tax Cuts and Jobs Act doubled the standard deduction, and it adjusts for inflation yearly. For 2025, the standard deduction is $15,000 for single filers and $30,000 for married couples filing jointly. These could increase under the House-proposed tax bill.<\/p>\n<p>Under the current thresholds, the vast majority of filers \u2014\u00a0<a href=\"https:\/\/www.irs.gov\/pub\/irs-pdf\/p4801.pdf\" target=\"_blank\" rel=\"noopener\">roughly 90%<\/a>, according to the latest IRS data \u2014 use the standard deduction and don&#8217;t benefit from itemized tax breaks.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108148154\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108148154\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000376705\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"><\/span><span><\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline1\"><\/a>Who benefits from the higher SALT cap<\/h2>\n<div class=\"group\">\n<p>&#8220;Any changes to lift the cap would primarily benefit higher earners,&#8221; Garrett Watson, director of policy analysis at the Tax Foundation, <a href=\"https:\/\/taxfoundation.org\/blog\/salt-deduction-cap-increase-proposal-analysis\/\" target=\"_blank\" rel=\"noopener\">wrote in an analysis<\/a> on Tuesday.<\/p>\n<p>With an income phaseout over $400,000, the top 20% of taxpayers &#8220;would be the only group to meaningfully benefit,&#8221; Watson wrote.<\/p>\n<p>But members of the so-called <a href=\"https:\/\/gottheimer.house.gov\/posts\/release-gottheimer-co-chair-of-salt-caucus-introduces-amendment-to-tax-bill-that-would-fully-restore-the-salt-deduction\" target=\"_blank\" rel=\"noopener\">&#8220;SALT Caucus&#8221;<\/a> argue the SALT deduction limit is a middle-class issue in their districts.<\/p>\n<p>Rep.
