By comparison, the government levied tax on <a href=\"https:\/\/www.piie.com\/blogs\/realtime-economics\/2024\/can-trump-replace-income-taxes-tariffs?__cf_chl_tk=Isl9pylFjbkasySDSbaFqulotwS0lAFJkUHSPxILh58-1738697246-1.0.1.1-W_Ilq8fgD1aYWwhoAeCvsOSOvvGWbuH5jqwibjJpOkw\" target=\"_blank\" rel=\"noopener\">more than $20 trillion<\/a> in income, the report said.<\/p>\n<p>White House trade advisor Peter Navarro in late March estimated tariffs could raise roughly $600 billion a year.<\/p>\n<p>But that figure &#8220;is not even in the realm of possibility,&#8221; Mark Zandi, chief economist at Moody&#8217;s, told CNBC earlier this month. &#8220;If you get to $100 billion to $200 billion, you&#8217;ll be pretty lucky.&#8221;<\/p>\n<p>To compare, the IRS has <a href=\"https:\/\/fiscaldata.treasury.gov\/americas-finance-guide\/government-revenue\/\" target=\"_blank\" rel=\"noopener\">collected $1.14 trillion<\/a> in individual income taxes for fiscal year 2025 through March 31, according to Treasury data.<\/p>\n<\/div>\n<div class=\"group\">\n<p>&#8220;Tariff rates would have to be implausibly high on such a small base of imports to replace the income tax,&#8221; Clausing co-wrote in the Peterson Institute&#8217;s report.<\/p>\n<p>Plus, at higher tariff rates, people will buy fewer imported goods, which reduces revenue, Clausing told CNBC: &#8220;That&#8217;s part of the point of the policy.&#8221;<\/p>\n<p>The Trump administration did not respond to CNBC&#8217;s request for comment.<\/p>\n<\/div>\n<h2 class=\"ArticleBody-subtitle\"><a id=\"headline1\"><\/a>Other factors can lower tariff income<\/h2>\n<div class=\"group\">\n<p>As tariff rates increase, other factors can decrease how much revenue the U.S. ultimately collects, experts say.<\/p>\n<p>&#8220;The administration seems to think that every time it raises the tariff rate that it can collect more revenue,&#8221; the Tax Foundation&#8217;s Durante said. &#8220;And that&#8217;s not always the case.&#8221;<\/p>\n<p>Direct tariff revenue is lowered by behavioral and other economic factors, according to a Tax Foundation <a href=\"https:\/\/taxfoundation.org\/research\/all\/federal\/universal-tariff-revenue-estimates\/\" target=\"_blank\" rel=\"noopener\">report<\/a> published April 15.<\/p>\n<\/div>\n<div role=\"region\" aria-labelledby=\"Placeholder-ArticleBody-Video-108127405\">\n<div role=\"button\" tabindex=\"0\" id=\"Placeholder-ArticleBody-Video-108127405\" class=\"PlaceHolder-wrapper\" data-vilynx-id=\"7000372020\" data-test=\"VideoPlaceHolder\">\n<div class=\"InlineVideo-videoEmbed\" id=\"InlineVideo-0\" data-test=\"InlineVideo\">\n<div class=\"InlineVideo-wrapper\">\n<div class=\"InlineVideo-inlineThumbnailContainer\"><span class=\"InlineVideo-videoButton\"><\/span><span><\/span><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"group\">\n<p>The Tax Foundation estimates that a 10% universal tariff would <a href=\"https:\/\/taxfoundation.org\/research\/all\/federal\/universal-tariff-revenue-estimates\/\" target=\"_blank\" rel=\"noopener\">raise $2.2 trillion<\/a> through 2034.
